80% mandatory hiring for locals: Is Gujarat govt promoting anti-migrant policy?

Gujarat Chief Minister has proposed a new law that would make 80% local hiring mandatory for firms. Also 25 per cent quota will be part of the overall 80 per cent jobs for the residents of Gujarat. It seems like the State government and the chief minister Vijay Rupani, has found this brutal rape incident as an excuse to distract the mind of the gujaratis and using this sad incident as a shield to push their policies against the non-gujaratis here..and mostly after their poor performance in the 2017 polls, the gujarat govt has been abetting such anti-migrant policy, particularly those from UP and Bihar. The Gujarat state government that is the BJP cannot directly allege the people from UP-Bihar because it is all about vote bank politics and they wont try to risk anything ahead of the 2019 general election..Now one wonders what Narendra Modi, who is a resident of Gujarat and currently a member of parliament from Varanasi has to say now..
