In this interview, Porter gives his opinion on House Bill 40 (HB40) and how he believes it served to clarify existing law for everyone in the state of Texas. He goes on to explain his thoughts on a sensible, balanced energy plan including his stance that we should lift the ban on exports of U.S. crude oil.
