Our latest Hot Topic is Michael Gove's extraordinary attempt to stop devolved parliament ministers, local councils, universities and other public bodies from using their fully devolved procurement powers to boycott goods and services on ethical and moral grounds in a way that would implicitly oppose UK government's foreign policy. The bill also imposes a gagging order on ministers and public bodies by preventing them from even stating that they would have applied a boycott if not for the bill - with threats of fines being issued for non compliance! Both the Scottish and Welsh parliaments have refused legislative consent for the bill and yet it continues its progress through Westminster. In this Hot Topic report we highlight key points from the Scottish and Welsh Parliaments and the Westminster stage 3 debate to raise awareness of the latest assault on devolution and free speech.
